Program Development for a Government Agency

Program Development for a Government Agency

Domestic violence is one of the social issues facing my community and has not yet been adequately addressed. Therefore, implementing an initiative aiming at eradicating this kind of violence would be of substantial significance. Nonetheless, it is quite notable that the integration process is expensive since it requires a myriad of resources, including volunteers, educational materials, and staff, including a program manager, legal counsel, and licensed counselors. Fortunately, as an initiative being incorporated for a government agency, the government will fund the program. Furthermore, attaining competent employees will not be much of an issue since the agency can select some individuals, such as a program manager and therapists, well known of their competencies in this area from government offices. i

A notable aspect of domestic violence is that it happens to women most of the time, but this does not mean men are not victims of violent actions. Based on statistics, “approximately 3.8 women and 1.3 men per 1,000 are victims of intimate partner violence each year (Srivastava, 2013).” Thus, it is quite clear that women make up the most significant percentage of individuals who go through violence in intimate relationships such as cohabitation and marriages. Nonetheless, it cannot be ignored that there is a massive number of men going through abuse in intimate setups (Lien, & Lorentzen, 2019; Watson, 2014). Therefore, the program will embrace diversity in the sense of including both women and men.

Domestic violence is often associated with shame as victims tend to feel humiliated when they experience abuse from their partners. As a result, most of them feel ashamed to come out and admit it happened to them (Gruber, Hansen, Soaper & Kivisto, 2014). Therefore, as a team that significantly understands this, the program will not at all accommodate discrimination. Every employee will be made substantially aware of what is expected from them to ensure all victims of domestic violence, regardless of their age, gender, and ethnicity, receive the help that they require and deserve. The intent of the initiative is not to make the process of healing and recovery difficult for the victims. Instead, the plan is to make each one of the victims to feel loved, cared for, and well supported.

The primary aim of the program will be to reduce the occurrence of domestic violence in families within the community. Domestic violence brings about adverse effects not just to the victims but also to children who are exposed to these violent actions. One of the common impacts that arise from abuse entails the development of mental conditions. As Chhabra (2018) shows, victims of domestic violence are highly bound to develop psychological disorders such as depression, anxiety, and suicidal thoughts. Moreover, these individuals also develop self-esteem issues, post-traumatic stress, phobias, obsessive-compulsive behaviors, and drug abuse tendencies (Guedes, Bott, Garcia-Moreno, & Colombini, 2016; Idris et al., 2018). Other than health effects, the abuse also brings about negative impacts in regards to work. According to Idris et al. (2018), domestic violence brings about an individual’s low productivity in places of work. Most times, a victim is usually faced with the feeling of exhaustion and distraction. Furthermore, most people often feel unwell to do any form of productive work.  Hence, this puts an individual at a high risk of losing his/her job, which is an aspect that would further deteriorate a person’s life and livelihood.

For the children involved in a situation whereby any of their parents are encountering abuse, they are also not spared from the adverse impacts. One of the negative effects is that exposure to violence adversely affects a child’s development (Pingley, 2017). As it is expected, children tend to look up to their parents and guardians for basic needs like love and safety. Thus, a non-violent surrounding is typically vital for the development of a child. As Pingley (2017) indicates, the exposure to violence triggers problems which can last up to adulthood, and some of these issues include heightened anxiety, low frustration tolerance, depression, and withdrawn social behaviors. Furthermore, one can develop eating problems and violent behaviors, as well. As a result, a child may end up having difficulty establishing healthy relationships in the future.

Domestic violence is a considerably harmful practice that affects the health of the victims, and it is highly bound to trigger a cycle of unending abuse in families. Hence, the long-term-goal of the program is to reduce the abuse within families as a strategy of ensuring overall wellbeing is attained across all individuals in the society and also as an approach of making certain that the cycle of violence ends completely. Besides the long-term goal, there are also the targeted short-term and intermediate results. In regards to the latter, the initiative is aimed at making sure the number of individuals attaining advice that is beneficial to their families increases. As for the intended short-term results, the program is anticipated to instill positive changes regarding the beliefs linked to domestic violence.

Notably, the desired outcome for the initiative will be achieved through several strategies, such as integrating a safety center for victims of domestic abuse. Some government resources, like legal counsels and professional counselors, will also play a critical part in accomplishing the goals for the initiative. Owning a legal system with credible counsels will help in fighting for and safeguarding the rights of the victims. Further, healing and recovery is also vital for the victims. Thus, ensuring the established center has licensed counselors who will greatly help with the healing process of the victims mentally and emotionally. Besides, the team in charge of the program will have to ensure educational sessions are integrated as a strategy of ensuring domestic violence is greatly discourages within the community. Clearly, the agency will require a relatively large number of employees. Thus, it will be encouraged to consider the option of accepting volunteers as well as an approach of cutting down on costs.

Seemingly, the main challenge facing the initiative entails cultural factors. It will be meaningless to attempt instilling change without addressing the main causes of the undesired behavior. Scholars depict culture as one of the factors that greatly contribute to domestic violence (Powell et al., 2018). Regardless of civilization having taken place, a considerable number of men still consider women as inferior beings who do deserve abuse and not respect. Taking this aspect into consideration, there is a substantial need to address this significant barrier to make all members of the society apprehend that women deserve respect just as men do. Here, the initiative will be used as an approach of raising substantial awareness regarding the significance of women in communities.

Following the incorporation of initiative in the community, the outcome of the program will have to be evaluated. Thus, the initiative will use the outcome evaluation program to determine whether the desired goals were attained or not.  Here, the team will have to use several data collection instruments, including questionnaires, interviews, and focus group discussions (FGDs). It is the aim of the program to ensure cultural barriers are eliminated and that women are no longer perceived as inferior and that they are respected. The FGDs will thereby, help to determine whether the community has substantially changed its negative perspectives towards women. In contrast, using the well-being questionnaire will help in measuring of the psychological welfare for the victims. Interviews will also be executed to identify whether useful information was gained among different households as a result of incorporating the initiative in the community. In any case none of the goals are achieved corrective measures will have to be made as an approach of making sure the initiative beings about positive impact in the society.

Throughout the integration of the initiative in the society, a myriad of ethical standards will be considered including informed consent, beneficence, justice, and non- maleficence. In regards to non- maleficence and beneficence, the initiative will be implemented to ensure that no harm no longer continues to happen to the victims of domestic violence. The purpose of this program will be to make sure victims of abuse benefit from the services we offer they come out of toxic situation and that they heal from that physical, emotional, and mental abuse. As for justice, the victims will be encouraged to corporate with the program’s legal team as a way of ensuring their rights are safeguarded. Informed consent will also be sought during the outcome evaluation process to ensure that they participate voluntarily. In general, the program will be implemented, taking into consideration applicable ethical standards.
